Ladies and gentlemen,

It is my great honor to deliver this statement at the General Debate of the 73rd Session of the United Nations General Assembly under the theme of: »Making the United Nations relevant to all people: Global Leadership and Shared Responsibilities for Peaceful, Equitable and Sustainable Societies«. I would like to congratulate Madam Garces on your election as the President of the 73rd Session of the United Nations General Assembly. I do believe that under your leadership, the Session shall be a great success.

VOV VietnamTran Dai Quang, born in 1956, Member of the Politburo, and President of the Socialist Republic of Vietnam died of serious illness at 10:05 am on September 21, 2018, according to an official source from the Board of Healthcare Services for Senior Officials.

Despite the constant cure efforts by professors and doctors in the country and abroad and the great care by Party and State leaders, he passed away at 108 Central Military Hospital in Hanoi.

Nhan DanVietnamese President Tran Dai Quang has written an article entitled “Great Ideology of Karl Marx with the Revolution of Vietnam” on the occasion of the 200th anniversary of the birth of Karl Marx, the great ideologist and outstanding leader of the working class and oppressed peoples around the world.

Karl Marx and Frederic Engels built the revolutionary and scientific theological system which is considered to be the guideline and sharp spiritual weapon that led the revolutionary cause of the working class and workers around the world in the fight against oppression and exploitation.

Since the beginning of the twenty-first century, amid difficulties and challenges in international situation, communist and workers’ parties in the world have continued their efforts to consolidate their organizations and forces, expanding international cooperation and enhancing their role and influence in socio-political life.

On international cooperation

On bilateral level, communist and workers’ parties in the world have established and maintained relatively close bilateral relations with other parties  in the movement. Besides, communist and workers’ parties in China, Vietnam, Laos, Cuba, the People's Democratic Republic of  Korea, and many other parties also have extensive relations with communist and workers’ parties in the world, such as the Communist Party of the Russian Federation  has had relations with 150 parties; the Communist Party of Bohemia and Moravia in the Czech Republic with more than 100 parties. For small parties in difficult conditions, establishing and maintaining relations with other parties are challenging; Most of these parties have maintained ties with only a few parties.

The Resolution of the 4th Plenum of the Party Central Committee, 12th Tenure on "Strengthening Party building and rectification; prevent, and repel degradation of political ideology, ethics, lifestyle, manifestationsof internal "self-evolution" and "self-transformation" identifies one of the internal "self-evolution" and "self-transformation" manifestations is “nulifying the socialist-oriented market economy"(1), which denies Vietnam's achievements in economic development, and maintains that economic development lines of the Communist Party of Vietnam are wrong.

One of the arguments put forward to deny the socialist-oriented market economy in Vietnam is the interpretation that the Communist Party of Vietnam (CPV) seems to make a “switch” in the market economy, moving from a socialist-oriented market economy to a capitalist economy, claming that:

The thorough understanding and successful handling the relation between independence, self-reliance and proactive and active international integration have made important contribution to Vietnam's achievements of great historical significance for the past 30 years of renewal.

The documents of the 12th National Party Congress continue to affirm that the full understanding and handling of major relations, including the relation between independence and self-reliance and proactive and active international integration, are one of the key tasks of Vietnam in the coming period.

“October 1917: Breakthrough towards Socialism” on the Centenary of the Great October Socialist Revolution

1. First of all, I would like to convey to all Russian comrades and representatives of all fraternal parties the warmest greetings and solidarity from the Communist Party of Vietnam.

We highly appreciate enormous efforts of the Communist Party of the Russian Federation in hosting the 19th International Meeting of Communist and Workers’ Parties and would like to express our sincere thanks for your warm reception and hospitality. We particularly are very happy to be in this historic city on the occasion of the centenary of the Great October Socialist Revolution.

Nhan DanNhan Dan, the Central Organ of the Communist Party of Vietnam, published an editorial about the 100th anniversary of the October Revolution:

A century ago, the success of the Russian October Revolution, led by the Bolsheviks and Vladimir Lenin, shook the world by breaking a major link of the capitalist-imperialist system and opening a new era for mankind.

It was the first time in history that the working people rose up to seize power and build a completely new form of society in a new era - the era of transition to socialism on a global scale.
